NTLDR has been moved to a floppy??

I was at a customer recently that uses Win2000 Server
The previous tech had for some reason moved NTLDR and the other boot files to a floppy disk and now the disk must be in the drive for Windows to boot

1. What valid reason(s) might someone have to do this

2. How could this be reversed?
