ntbackup can't read free media?

I have some media marked as "free" in removable storage manager, but when I
try to do a backup with new media, it says nothing is available.
I read a KB about the enhanced Rsm.exe utility, but can't find where to
download it.
Is that my problem, or is there another way to get backup to use the free
media, or am I doing it right?
