NTBackup cannot recognize all the backup tape

I am using the NTBackup in Windows 2000 and a batch file to schedule backup
every night, and it can backup successfully for a no. of times. However, I
hit a problem last night, I have schedule the backup to run at 3:00am, and
when I come back to office today, I found that ntbackup.exe is still running
in windows task manager (it seems that ntbackup is do noting and hanged), and
then I open the Computer Management to check the status of the backup tape,
the status is "Loading...", then I kill the ntbackp in task manager, and then
try to eject the tape from Computer Management UI, howerver, the tape cannot
be eject, then I press the eject button on the drive to eject the tape
physically.
After that, I insert another tape into the drive, but computer management
cannot recognize all the tapes, it shows they are "Off-Line" media.
I have tried to run this command "rsm.exe refresh /LF"HP C1537A SCSI
Sequential Device", but the media is still in offline status. Then I try this
command "rsm inventory /lf"HP C1537A SCSI Sequential Device" /AFULL, but I
got FAIL to run this command....
Do anyone have any idea, what can I do to recognize the backup tape?
