NTBackup broken after installing SP2

OS XP Home, with SP2

After installing SP2, NTBackup complained that the
Removable Storage service must be started, which it had
never done prior to installing SP2. (I backup to c:\tmp,
then write the file to CD).

Then NTBackup seemed to be proceeding normally, but
ultimately failed with the report:

Backup Status
Operation: Backup
Active backup destination: File
Media name: "2004.08.31.bkf created 8/31/2004 at 9:29 PM"


Error returned while snapping the volume:Catastrophic
failure


Aborting Backup.

Problem solved. Turns out I had Volume Snapshot service
set to manual.

QUESTIONS:
(1) I thought setting to manual meant that the service
would be started whenever needed by applications such as
NTBackup...guess I was wrong?
(2) Any thoughts as to why NTBackup suddenly requires a
running Removable Storage service when I'm simply backing
up to c: ?
