Notify external user of new email

Hello,
How do I create a rule to notify an external user of new email, (without
actually forwarding the new email)?

Here's the scenario:
Exchange 2003 server with Outlook 2003 client.
1. New email arrives for John Smith
2. Need a rule to send a notification email to John Doe that there is new
email in John Smith account. The actual email sent to John Smith is never
forwarded to John Doe.

However, why can't John Doe check his mail himself on a regular basis, via
Outlook Web Access or whatever your company policy permits him to use?

Hi,
I wish I could convince the user/manager to do this....but, the John Smith
email account represents a "complaints" mail box...and the contents are
suppose to be "classified". John Doe is tasked to log the total number of
"complaints" via these "notification email", (without having access to the
actual email). I guess the managers want to protect the "whistle blowers"
sending the "complaints".

A third party will be viewing the actual "complaints".

HELP!!!!. I need a solution desparately.
