Empty To Field self populating

Okay, I have a weird one.
I have a client (A) to forwards an email from another client(B) on the
server to a large bcc group, and cc's the original client but leaves the TO
field empty.
To:
CC: John Smith
BCC: A whole bunch of names
When the email hits client (B)'s mailbox the TO field has been populated
with JOE.
To: Joe
CC: John Smith
BCC: A whole bunch of names
Neither has any rules, both are on Outlook 2003 sp2 and Exchange 2003. It
only happens in the above scenario.
Any help would be greatly appreciated.

Sounds like normal behavior. If you don't want that behavior, put some address in the To box instead of leaving it blank.
