Notification Icons missing

When I start up only only Zone Alarm notification appears
next to the time on the Taskbar. Hide inactive icons is
unchecked. If I log off, then back on as the
Administrator all the usual active Notification Icons
properly appear. When I return to my logon the usual
active Notification Icons also appear. But when I reboot,
the Notification icons are again missing. Any fix
suggestions?
