Notification Icons - Current and Past

Can anyone explain the criteria that XP uses to determine if a notification
icon is current or past. I have several showing as past items in control
panel which relate to functions I use regularly, but are not in the current
items list. Why is this, and can I reactivate the ones I want?

The icons are considered to be different, if their title changes (f.
e. if this title is a status message).
