Customized Notifications Current and Past items

On the customized notifications menu in the taskbar and
start menu properties menu, the behavior dropdown menu
changes do not effect the icons displayed on the taskbar.
Also, the when the past items behavior is changed, it has
no effect on the task bar. What are past items? They seem
current to me. What can I do?
