Tray Area -Customization Problem: Notification Behavior Not Modifi

When I right Click the Tray area of the Task Bar (far left where clock is)
and select Properties, I used to be able to change the Icon Notification
Behavior via the drop down box. The option to show the icon "when Inactive"
use to also have a pick for "always Show". This option is no longer popping
up as a choice.

Can anyone advise on where else the Behavior Notification drop down box can
be tweaked?
Looking for a work around I guess.

You can right click the "<" at the left-hand edge of the system tray
area for that choice.

The right/left descriptions are void for the left-handed and people who
keep their start bar on either side of their screens. And for anyone
whose writing is anything other than left-to-right, for all I know.
