Customizing of Notification

Why is it than after I customize the notifications in the hiding of the
systray icons, Windows will then just change the settings to whatever it
wants. I realize than I can solve the problem by electing to not hide the
inactive icons but there are some I want to hide and others I want to show.
Is there a way to stop this behavior? Seems senseless to have these options
if they don't work.

I have tried that already a couple of times to no avail. It even seemed to
make it a little worse.

Create a new user account and see if the problem persists here. If no,
copy your old account to the new one and use this user in the future.
