System tray auto-hide annoyance

I just started "hiding inactive icons", but there's something that's
annoying me - the "auto-hide" function.

I can click the left arrow button to show all my systray icons, but when I
move the cursor off the systray, the systray "snaps back" and auto-hides the
hidden icons. To show the hidden icons again, I have to click the left
arrow button again.

I would rather have that left arrow button act as a toggle. Click once,
unhide icons; icons stay unhidden until I click that button again (a right
arrow?) to rehide them. I thought this was the way it used to work!

And I would rather be a billionaire.

As far as I know, the chevron never worked that way. Click the chevron and
the hidden icons are displayed for about two seconds.

[[In Microsoft Windows XP, icons in the Notification area (on the right side
of the taskbar) are, by default, hidden when they are inactive. This
behavior is determined by a setting, which can be cleared or selected for
each item.]]
Description of Notification Area Settings

[[Windows displays a notification icon when an event occurs. After a short
time, Windows puts the icon in the background to simplify that area. You can
access the icons that have been placed in the background by clicking a
button in the notification area. ]]

[[This setting effects the notification area, also called the system tray.
The notification area is located in the task bar, generally at the bottom of
the screen, and it includes the clock and current notifications. This
setting
determines whether the items are always expanded or always collapsed. By
default, notifications are collapsed. The notification cleanup << icon can
be referred to as the notification chevron. If you enable this setting, the
system notification area expands to show all of the notifications that use
this area. If you disable this setting, the system notification area will
always collapse notifications. If you do not configure it, the user can
choose if they want notifications collapsed.

Don't move the mouse away. Keep the cursor over an icon and the icons will
remain in view until you move it away from the notification area again.
That's the way it has always worked for me, anyhow...
