isn't. Maybe it does for yours, but not here. What font does it do this

The lowercase case 'L' for the default Lucida Console font in Notepad,
_does_ look like an upside down L.

That is the way the lower case "L" is designed in Lucinda Console. It
sort of looks like an upside down upper case L with a shortened
horizontal stroke. There is no fix, that's how it is supposed to look.
Notepad has nothing to do with it either. You'll see it looks the same
system wide, in any application, even the command prompt.
The lowercase case 'L' for the default Lucida Console font in Notepad,

Except in this case, the box wasn't upside down, someone merely opened
the bottom of the box instead of the top! ;-)
