Notepad and new folder problem

Can someone please help me:
My notepad stop working. It always give me notepad.exe is not valid win32
application.
And when i tried to make a new folder (using right click on the mouse and
new-> folder), it takes around 3 minute to appear.
Thanks a lot

Check for malware. Also, click Start, Run, type SFC /SCANNOW, click OK.
If any files are damaged or missing, they'll be replaced. You may
need to reboot afterwards so damaged files will be replaced.
