'not responding' message

Can someone tell me what is actually happening when I get the
'program not responding' message? Is it frozen in place? Not working
at all? Stuck in an endless loop? The hard drive activity light is
blinking like crazy but waiting forever to either repair, uninstall
program. When checking task manager it says: not responding. Do I keep
waiting?
I installed Evolution, for Windows, mail program. Can't seem to get
it uninstalled. Used Revo uninstaller and the native uninstaller but
both seem to be freezing. Thanks for any help understanding this process.

Usually the "not responding" message is caused by the program in
question waiting for some resource to become available. It could be
waiting for a file to load or a printer or server to respond. Sometimes
it can be caused by antivirus scanning the file and then the program is
waiting for the A-V to release the file. In your case it could be a
problem with the hard drive and that is what the problem is. You can
usually get a diagnostic utility to check it from the manufacturer of
you hard drive and run that to see if it is failing.

Thanks for quick reply. I suspended my anti-virus and that solved the
problem. Never gave that a thought. Thanks for the information as I
have had problems like this before, but usually just gave up. Now I
have options to try, thanks to you.
