not implemented message

Upgraded office 2007 from office 2003 worked well for 3 weeks and then all
of a sudden I got "not implemented"
message when attempting to send/receive email. Plus I cannot access Tools
Account setting Message says : " The operation failed because of a registry
or installation problem. Restart outlook and try it again. If problem persist
reinstall outlook.

I tried: 1) restart outlook and try it again 2) uninstall Office 2003 3) Run
Microsoft diagnostic 4) Office 2007 Change/Repair. Can you please help me
since I use outlook for work and I am suffering not performing send/receive
email.
