Not Connected???? but I am....

Hi,
I posted this before on several newsgroups but never have resolved my
problem. So I'm trying again. I'm running Vista home premium and IE8. I
connect to the internet with dial-up. When I'm connected the computer icon
in the task bar has a red X on it. If I place the cursor on the icon it says
"not Connected". If I right click on the icon and select connect to network
the window comes up and shows my connection and states that I'm connected
with the option button to disconnect.
Why does my system think I'm not connected. Also before when I would close
IE I would receive a window asking if I want to disconnect. I no longer get
that window either.
Your help would be greatly appreciated. Having dial-up this is a pain do to
the phone line being tied up and sometimes not knowing it......

I'm on dial-up but my icon works correctly.
In your case something may have run afoul when setting up the connection and
my suggestion is, to delete the current and set it up anew, trying to be
flawless.
Before deletion you may want to save all pertaining info. or, you can
establish a new connection, while leaving the existing intact and find out
if it works. If it does, you can then delete the old.
Let us know the results.

Come to think of it, the same situation occurred to me, but a couple of
times only and I was able to straighten it out by simply disconnecting and
connecting again (must have been caused by the ISP). If that doesn't do it
for you, something isn't working correctly with the icon itself.
