Not allowed to change options in IExplorer 6 on XP Home

After installing XCP Home I can not change the inter
explorer options. I get the following message. "This
operation has been cancelled due to restrictions in effect
on this computer"

If I log on as a different user I don't have this problem.
I have checked all the users settings and they all hav e
administration rights.

Any Ideas?
