User With Administrator Rights Cannot Change Home Page

My user-id has administrator rights but I am unable to change my home page in
Internet Explorer. When I click on tools - internet options in Internet
Explorer so that I can change my home page, I receive the following error
message: This operation has been cancelled due to restrictions in effect on
this computer. Please contact your administrator.

If I create a new user with administrator rights, I do not receive an error
message.
Why doesn't my current user-id have full administrator rights?

I am running XP Pro w/ SP2 on my computer. A non-admin user wants to
"stretch" the background picture across the entire screen, rather than the
usual "centered". She first tries to access the desktop's properties from
the usual menu by right-clicking while hovering on the desktop's background.
The menu appears, but when she selects "Properties" from the menu, a window
opens up the is labeled "Restrictions" and contains the following message:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact you system administrator."

She then clicks on the [OK] button and the window disappears. Yet, it
reappears one more time and after click on this second [OK] button, it
finally goes away until she attempts to access the display properties again.
As it turns out, she also cannot get to the "My Computer" properties.

I am the administrator of this machine and I made hers an administrator
account. However, she was not any more successful in getting to the display
properties.

What do I need to do to get this corrected, as it is not my desire to keep
users from managing this desktops.
