How to remove restrictions on internet options

Alright, I'm running Windows XP on a home computer, and
when I try to access Internet Options from Internet
Explorer, I get the following error.

"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator."

I don't remember ever setting any access restrictions so I
don't know how this happened, or how to fix it.

So any help as to how I can regain access to my internet
options would be appreciated.
