Can't Access IExplorer Internet Options

In Win XP Home, what is happening if you aren't allowed
to access Tools/Internet Options in IExplorer from an
account w/ administative rights? I keep getting a msg
that says it is cancelled due to restrictions on this
account. I've checked the account (the only user) and it
has adminstrative rights.
