Messed up Administrator priviledges

Hi,

Anyone got any ideas on this weird problem. Even though I'm
logged in as Administrator on my
machine, the software on my machine forgets many (though
not all) of the preferences/options/settings that I've made
in it after the application has been closed.

The weirdest example of this behaviour has to be in
Internet Explorer. If I try to change my Tools\Internet
Options in IE6.0 I get the message "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact you System Adminstrator." But I am the
SysAdmin!

Now I've created another Administrator user account, and
this works fine, but even switching the old user account
from-the-back-to Adminstrator status doesn't rectify the
problem.

I'm up to date on all viruses and patches. Any ideas?
