Not able to send / receive messages

Is this a new error or has it always happened? Has anything changed on your
computer or network?
 
This is the first time i am getting this error. I dont remember any change
in network or computer.

A few things:
- have you checked with your ISP to see if they're having problems
- have you restart your machine
