not able to boot system?

i was upgrading a toshiba tecra 8000 for Win98 to XP, i did not created any
backup image, and now i not able to boot my system at all (error during
installetion). So i do not have acces to any OS and want to format and
intall xp or reinstall the operating system using bootable operating system
CD. can i get help how to format the laptop.
 
The XP CD is bootable. You will have to go into the BIOS to change the boot
order then you can boot from the CD and follow the prompts to re-format the
drive and install XP.
 
How do you get into the BIOS to do this ?
and what is the procedure when there ?
