not able close access database

not able to open access db. A file having the record locking information is
found and not able to close or delete that file.
 
So which is it -- are you not able to close it or open it?

If you are not able to close it - does it hang or what?

If you are not able to open it does it tell you it's exclusively locked?

If you are unable to delete the LDB file but you are not in it - that means
someone else is in it.
