Norton Not seeming to scan emails

Has anyone had this issue: Norton AV2004 installed and up to date on Win XP notebook. Incoming and outgoing "scan mail" set to on in Options. Used to show pop up "scanning email" when sending mails via Outlook in Office XP - does not now. Used to send emails instantly to Sent Items folder and then scan through Norton - isn't now. Also have ZoneAlarm Pro installed and recently updated on-line update. All program controls activated and set to Allow for all Norton components. Even when I disable ZoneAlarm, Norton still does not seem to be functioning. Reason suspect something is wrong is that I notice a "spam" mail come in to Outlook with a zip file attached that I know to be containing a virus but Norton did not remove the attachment or even class it as suspect. This is most strange and cannot find anything on any tech support database in Outlook, Norton or ZoneAlarm. Nothing recently changed on PC and system has been running in tip top condition for a good while now

Check your NAV settings to see whether mail scanning is enabled...try
toggling it off/on, if it's already set to on. Also see whether the add-in
is loaded (tools, options, other, advanced, add-ins or com add-ins)
 
Thanks. NAV settings are all as per standard set-up which includes the mail scanning enabled (in and out). Outlook add-ins are irrelevant as far as I can see as there have been no changes to Outlook recently and this issue was not apparent last week. Before now, all systems were running as they should be.
