Error 0x800CCC0F when receiving e-mail in Microsoft Outlook 2003

The last week I've been unable to download e-mail form my service provider.
I'm still able to send messages. I'm using Windows XP. Can somebody help?

The error is something like this: The receive process reported the error
(0x800CCC0F). The connection to the server was broken. If the problem ...

- I've checked IP address, E-mail address, Password for my e-mail account in
Outlook 2003.
- I've tried creating a new e-mail profile in Outlook 2003 with an account
with the same parameters as the account in the existing profile.
- I've tried deleting all messages from the mailbox (there were no
suspicious ones).
- I've unchecked Scan incoming Email and Scan outgoing Email in my Norton
AntiVirus 2003.
- I do not have ZoneAlarm installed.
- I've reinstalled Microsoft Outlook 2003, but only by running the procedure
for checking the installation. (I've not tried deleting Microsoft Outlook
2003 and then installing it again.)
- I use Windows firewall. I've tried setting it off.

The problem just disappeared. The first day or two after the problem appeared
I talked to the server administrator at work and we changed the password but
to no avail. A login screen showing username, password and domain popped up
two weeks later from nowhere on my screen. I entered the new password and to
my astonishment the e-mails started pouring in!
I hope this says something to someone!
