Running XP Home Edition SP2. I had the problem with ZoneAlarm Firewall
(which is now uninstalled) and now with Norton Personal Firewall (just
installed). I have Norton Antivirus, but I'm not scanning emails either
incoming or outgoing. I've even tried disabling anti-virus and firewalls,
and still had the problem.

Error: Task 'pop.earthlink.net - Sending and Receiving' reported error
(0x8004210B): "The operation timed our waiting for a response from the
sending (SMTP) server."

Did you install Norton with email scanning enabled, and then disable it?
From posts to this group, it appears that the only way to disable email
scanning in Norton is to uninstall it and then reinstall without the
mail-scanning option.
