None of your e-mail accounts could send to this recipient

I am using Outlook 2003, XP home. I can recieve emails but I cannot send them
through outlook. I have contacted my ISP provider and confirmed my settings.
I can send and recieve an email to myself but to no other person in my
contacts address book. I have checked that their emails are SMTP. I have
checked my firewall settings (Norton) and Outlook is checked as "Permit all"
Can anybody help?
