non-Western error message

I'm having an issue with only a select few emails I try to send out. I get
the following undeliverable message

The user does not accept email in non-Western (non-Latin) character sets.

I cant find in Outlook 2003 with business contact manager how to change
that. Can anyone tell me exactly where to find that. I found it on my
Express version on the laptop but that didn't really help.
