non-Western Encoding

My error only affects my replies to emails. I can create a new mail message
and the encoding is Western European. When I reply it changes to non-Western.
How do I stop this from occurring
 
When replying, Outlook usually keeps the encoding of the incoming
message. What encoding do they have?
