Non-sticky Alt

Does anyone know if there's a way to turn OFF the default behavior of the
Alt key, which is to latch on if pressed and released by itself? This would
seem to be an accessibility feature of use only to one-handed users, and is
very irritating to those of us who don't need it.

I've already been through all that. The Accessibility applet in Control
Panel lets you turn on and off the sticky Shift and Control keys, but only
lets you partly turn off the sticky Alt key. Whenever you press and release
Alt (without pressing any other key), even with all the accessibility
features disabled, it sticks until you press it again. It's done this since
at least Windows 3.0, and I've never found a way to turn it off.
