Which program in Windows XP Pro contributes to an everlasting noise that
begins when windows is started up and won't stop until the computer is shut
down? It cannot be controlled by volume control or speakers. It is in the
computer. After my computer has been on for a while the noise will get loud
and shrill...and...very annoying.

Sound like a hardware problem. Possibly a bad fan.
No Windows program is involved.
Take it to a repair shop and have them locate the defective part and replace it.

What you're describing is purely a hardware issue. Check your cooling
fans.

Most likely a fan either on the CPU or in the Power Supply. How is the dust bunnies.
Have you ever cleaned them out

opening the computer by
unscrewing the side panel
and taking a look inside?

might find a dead squirrel.

This comes from the small speaker mounted on the motherboard. It is
indicating that something is wrong and this is how your motherboard alerts
you to the problem. As to what is actually wrong? It could be anything
from a fan not running to the processor overheating (though if it starts the
moment the PC starts, the latter is less likely). Check all your fans and
airways, make sure fans are turning and heatsinks and airways are not
blocked.
