No wheel mouse in VBA editor?

I've noticed that over the years that sometimes a wheel mouse will scroll in
the Access VBA editor and sometimes it won't. I've seen this on many
workstations both at work and at home and never could figure out what the
difference was. Anyone else out there seen this? Now my development PC is
acting this way, I want my scrolly mouse back....
