No user ID or icons on XP home edition

When I start my computer, the right hand side of the welcome screen doesn't
show any icons or user IDs. If I hit control/alt/del twice, it brings up a
logon dialog box, but won't allow me to logon with any ID (including
administrator or guest). There were no new programs installed that I know
of, and it had been working properly (and shut down properly) an hour before
this occured. Do I need to reinstall Windows? If I do, will all of my
information be gone?
Any help at all would be greatly appreciated.

Start in Safe Mode, if that is available, and check for viruses, worms,
trojans, etc. If you have to format and install Windows, then you WILL lose
your data. But, you can also do a Repair Installation, which will leave
your data untouched (in theory, backup your stuff to avoid surprises) and
only reinstall Windows.
