No users appear to log in XP Media Center edition

I no longer have any users on the Welcome screen. I tried the Ctrl-Alt-Del
option and nothing comes up (hit the keys twice as noted). It is like I have
no admin user any more. Media Center SP2, everything has been working fine.
Only thing recently installed was Adobe Reader 8.1 but it worked after that.

I do not have an original XP CD since it was installed OEM

It sounds like an older error with spyware removal, or at least something
like it. Removing wsaupdater.exe will cause your problem. The fix back then
was to start Recovery Console, and replace wsaupdater with a new copy of the
file from the 'original media'. (It's doubtful you have access to enough
tools to do that.) You might try running:
SFC /SCANNOW
if no help, restore from backup if you have one.

I can't even get to a command prompt, and I don't have an original media CD.
It looks like the restore route it is
