ju.c,
I finally found the proper path in the Registery and found the actual
key to
set to '1'.
Why there is reference to Windows NT is beyond me, was this registery
a 'cut
and paste' effort from an NT operating system?
Anyway, here was my path:
My Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\
CurrentVersion\Winlogon\ShutdownWithoutLogon
I set the string from '0' to '1' and I have my Turn Off Computer
option back
in the Windows XP logon screen.
You did help me. You got me to look further within the registery to
find
the proper setting. Thank you for your efforts on my behalf.
(Now I would like to know from MS why that value would ever change,
but I
know they aren't talking unless you pay them!)

Make sure you only have two lines:
------------------------------------------------------
REGEDIT4
[HKEY_LOCAL_MACHINE . . .
"ShutdownWithoutLogon"="1"
------------------------------------------------------

The key is here:
1. Copy between the lines
2. Paste into Notepad
3. Save-as ShowShutdownButton.reg (or any name + .reg)
4. Double-click or right-click and merge into the Registry
---------------------------------------------------
REGEDIT4
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows
NT\CurrentVersion\WinLogon]
"ShutdownWithoutLogon"="1"
