No toolbar, start tab, or icons.

No toolbar, start tab, or icons. Just desktop & mouse
arrow and I cant even right or left click on the screen

I can run taskmanager by using altcntrldel, and then run applications through the file,run
Windows Explorer will not load I get the message of (null)

HOw can I fix the problem?
