TaskManager only show tabs but with no menu

When I use CTRL-ALT-DEL to bring up the taskmanager, it only show up the tabs
but not the menu (i.e. File, Option, View, Help etc). I can use the mouse to
switch among tabs (Process, application & performance) but have to right
click the taskmanager in system tray to close it (as the File menu is not
showing). Anyone know how to fix it ???
