windows taskmanager and user accounts

My laptop has two issues that trouble me. First, the taskmanager doesn't
display properly, or should I say fully. I only see the main window showing
what is running and the three buttons at the bottom. The five buttons across
the top and the file menu do not display. Secondly, I have two user accounts
and I want to delete the second one leaving only one main account. However,
when I choose to delete the account the program stops responding whether I
choose to keep his files or delete them. I successfully deleted a third
account but cannot delete this one. Any ideas

1. Double click the top border.
2. Go to Start/Run: control userpasswords2
Once there, highlight the account to delete, then select remove.

Note: You mustn't be logged into the account to be removed.

Tip: Add Control User....line 1 (right hand side):
