no taskbar or icons on desktop

When changing from one user account to another, my desktop loses its icons
and the taskbar disappears. This happens on each acount.
 
Hi,

Do you see a small, gray/blue line right at the bottom of your screen? If
you do, try dragging it up, this maybe the problem.

If this doesn't help, try Pressing Ctrl-Alt-Del (Selecting Task Manager is
required), when in Task Manager, Click File, then Run, then type (without the
quotes) "explorer.exe", this should bring up the taskbar.
