No Start button or Taskbar

I have just done an upgrade from Windows XP to Vista Home premium and i do
not have a start button or a taskbar

It's probably there but off-screen due to improper resolution.

Right click on your desktop and adjust your display properties

When I right click on the screen nothing appears it appears to be the same problem that handy saint is having

you'd need to go to "personalization" first


I have been on to personalization but it is still not working, when i click on the start menu and taskbar nothing happens, no screen opens, makes me think that it has not all been downloaded

You will need to provide better info.
first you say you have no start button...
and now you say that you clicked on the start menu

Sorry, i meant that i clicked on the Start Menu Logo on the Control Panel, I have contacted Microsoft and they lead me through the process to reboot the system and reinstall the disk, but to no avail.

The full story is, I downloaded Window Vista Home Premium upgrade, everthing
downloaded fine until after I logged on. All that is there is a blank blue
screen, i right clicked on the mouse and nothing happens, i can press Crtl,
Alt and delete, which opens up the log on screen which displays Task Manager.
I can then request the control screen, but when i try and double click the
Start Menu and Taskbar logo on the control screen nothing happens, yet if I
try and open up another logo on the control screen it will open. I spent over
90 mins on the phone to microsoft but alas problem not solved which makes me
think the disk is faulty.

I hope you backed up XP BEFORE you started the upgrade as always advised.
Many upgrades fail. Your best bet is to use the transfer program and do a
clean install. Do you still have the roll-back option available? You
could use that to get back to XP.
