No Software Will Install

I got a new scanner and put the cd in and clicked on the
setup file and nothing loads. I put my windows xp cd in
and the same thing happens. I have a new bios update I
downloaded I tried to install it clicked on the setup
icon nothing. The setup icons are the installshield setup
launcher it seems like something is blocking it from
loading. I also ran my antivirus and it says everything
is clean, anybody have any ideas.
