No Security Tab when Logged In as Admin

I am using Windows XP Home Edition. When I login with an account with
administrator permissions, the security tab does not appear on the file
Properties dialog. Do you know why this is? How can I get security tab to
show when looking at file properties?

You have to boot in safe mode and log in as administrator to see the
security tab in XP Home.

Since you're running Windows XP Home Edition, you
must start the computer in Safe Mode, and then log on with an
account that has Administrative rights to have access to the
Security tab. To start in Safe Mode, reboot your computer and
start tapping the F8 key as soon as you see anything displayed
on the screen. Keep hitting F8 until the Advanced Startup
Options menu appears. Use the up and down arrow keys on your
keyboard to select Safe Mode. Hit Enter.

Thank you. I was hoping that I did not have to login in Safe Mode, but was
hoping to see the tab in Normal bootup.

Since I've never had the need to try either of these
