No prompt for passwords

Help!
I have a new computer (XP-OS)and when I attempt to use IE
to access any password protected site, I do not get the
password box.
If I use Opera, the password box appears...
What am I doing wrong?

You, or someone, may have clicked the No button and said don't ask me again.
Go to Tools, Internet Options, Content, Autocomplete, and you can enable
prompting for password saving there.

Nope, didn't help.
Maybe I explained poorly.
When I am accessing a password protected site, one that I
know the username and password for....
There is a box that should pop up and ask me for the
Username and Password....
This box is not popping up, so I cannot enter my username
and password, and I cannot get into the site.
I tried clearing all passwords, too
Not working.

That's a problem with the Web sites you are visiting, not IE.
