No program associated with opening file folders

When I attempt to open any file folder using a shortcut or through
windows explorer I get an error box stating:

"This file does not have a program associated with it for performing
this action. Create an association in the Folder Options control
panel."

How can I fix this: at the moment the only way I can access folders is
by using the folder pane in windows explorer or typing in the full path
manually.

Update: after re-registering shell32 I can now browse folders in
Explorer however any links to File Folders or Local Drives still cause
that error message. Also, when I put my mouse over the directory screen
it displays the busy pointer (with hourglass). Browsing appears
sluggish compared to how it used to be.
