No Password for FTP allowed?

I setup a FTP server in Windows XP professional. It has no
service pack on it as of now.
I'm trying to set no password for ftp. But it seems I'm
unable to do this for the administrator account.
But if I put one character, for example, 1 as the
password, it will log me in to ftp.
Is there any way I can set no password for FTP?

Read the help information of IIS related to FTP.
You enable anonymous FTP in the IIS mgmt interface.
If you want to use non-anonymous FTP, so that an
account must be provided, but then have no password
on that account, are you saying that you cannot log in
via FTP with that account while at the same time you
can log in to the machine with that account and a null
password ?

This is the FTP that ships with XP, right ?
