No Outlook today at Launch

The Help instructions for making Outlook Today the default
page when launching are so simple, yet they don't work. Not
on my machine at home, nor at work. I click on the
Customize Outlook Today button but nothing happens.
Tried uninstalling and reinstalling with no luck.
