No Low/critical battery sound events

I have a laptop which since installing Vista no longer get the low/critical
sound event, even when changing the sounds to a long and loud sound. I have
set my Low battery level to 20% with a very loud siren sound for about 30
seconds, when I click the Test button in the Sounds Events.

But when the battery gets to 20% or lower I don't get the warning sound I
specified. But I do get a "Battery Low" notification above the task bar for
a mere 5 seconds. All other sounds work fine, including the Windows
Startup event and New Mail custom sounds.

Any ideas on how to solve this problem?

This seems to be a "feature" of microsoft VISTA.

In addition, the "battery low" indication above the taskbar is useless
unless you're looking at the screen for those 4 seconds. The XP-style
MessageBox makes more sense.
