No longer can send e-mails

I have been using Windows Vista for over a year now to send/receive e-mail messages.  However, beginning today I can receive but no longer send.  The error message I am receiving is shown below.  Any help would be much appreciated!Subject'test',Account:'mail.vnasolutions.com',Server:'mail.vnasolutions.com',Protocol:SMTP,Port:25,Secure(SSL):No,Error Number:0x800CCC19

So, I solved the problem by changing the port from 25 to 587 after reading a couple of other discussions in regards to users having the same issue.  Which now brings up another question...was this issue due to my ISP provider changing the port number?  It seems strange that for a year I was having no problems sending e-mails and then all of a sudden today I couldn't.
